I thought I was supposed to find the soul who gave me the quest to return it to him, but I just read that he's supposed to appear when I pick up the skull. That means there's a bug. Shadowmere is a little tougher but Arvak is the best horse available simply because in addition to being very slightly better than normal horses, you can have him jump off a mountain and take about 2k damage from the fall so you survive, then almost instantly resummon him.
